Baseline and Reduction Opportunity Assessment Program ( BRO )

The Baseline and Reduction Opportunity Assessment Program ( BRO ) is an integral part of Alberta’s methane emission reduction initiative by identifying emissions sources and providing recommended solutions. The BRO Assessment program provides the information and data to support project evaluation and enable participation in available provincial and federal initiatives to incent methane emission reduction projects.

 

     

Overview

The Baseline and Reduction Opportunity ( BRO ) Assessment Program will enable small and medium sized conventional oil and gas operators in Alberta to:

  • Obtain detailed inventories of their methane emitting devices and equipment
  • Identify and quantify methane emissions sources on-site
  • Provide data to assess potential projects and to apply for provincial or federal funding programs and/or offset credit systems

This program will be an integral part of Alberta’s methane emission reduction initiative by identifying emissions sources and providing recommended solutions. The BRO Assessment program will provide the information and data to support project evaluation and enable participation in available provincial and federal initiatives to incent methane emission reduction projects.

Eligibility for Baseline and Reduction Opportunity Assessment Program Operators and facilities within Alberta’s conventional oil and gas sector are eligible if you meet the following criteria:

  • BROA eligibility has been extended such that there is no longer a production limit
  • Facilities must be subject to Section 8 requirements set out under Alberta Energy Regulatory (AER) Directive 60.
  • Operator organizations must not be in a state of insolvency, areas, or undergoing, or intending to enter, a sale of business contract involving the facility in which funding is being requested

  • Operator organization must have good standing in taxes and other regulatory obligations will be verified across government ministries.

Service Providers who wish to participate in the program must be pre-qualified before they can start an application and execute facility assessments. For details on the requirements, see Service Provider Qualification Requirements document.

Incentives The incentive will be pre-approved up to 80% of the service quote for all eligible project expenses.  There is a maximum incentive amount of $200,000 per operator. Incentives will be paid directly to the service provider at two milestones:

  • The first payment will be for 50% of the pre-approved incentive amount upon the submission and approval of all data collected
  • The remainder of the incentive amount will be paid upon the project completion submission and will be adjusted to the final invoice amount

Please note, the operator is responsible for the remaining cost of the assessments and the final report and raw data will be made available once proof of the approval for payment is presented.
